The South Shields & District Sea Angling Club Constitution
1) Name
The name of the Organisation shall be the South Shields and District Sea Angling Club (hereinafter called ‘the Club’).
2) Objects
The objects of the Club are:
a) to promote the sport of Angling and to provide opportunities for social contact, friendship and mutual support,
b) to develop and maintain an interest in the sport amongst young people by the provision of educational, recreational, and leisure opportunities,
c) to promote competition, team spirit, social inclusion and intergenerational activity,
d) to encourage the health well-being and personal development of members, by the promotion of competition, team spirit, social inclusion and intergenerational activity through the sport of Angling,
3) Powers
In furtherance of the objects the Club may:
(a) raise funds and invite and receive contributions by any legal means other than through additional taxable permanent trading, outside the organisations primary purpose.
(b) organise and participate in competitions, tournaments and other social events,
(c) co-operate with other angling clubs, voluntary organisations, community groups, statutory bodies and others to achieve the objects,
(d )do all such other legal things as shall further the objects of the Club.
4) Membership
4.1 Membership of the Club shall be open to any resident of Tyne & Wear with an interest in furthering the objects of the Club on payment of a regular subscription to be determined by the Committee.
4.2 Membership of the Committee shall be open to any resident of Tyne & Wear aged 18 years or over who is also a member of the Club.
4.3 The Secretary will keep a record of the Club’s membership.
4.4 The Committee shall have the right for good or sufficient reason to terminate the membership of any individual or individuals who are deemed to be acting in a way which is considered detrimental to the Club. In the event, the individual or individuals concerned shall have the right to be heard by the said Committee before a final decision is made.
5) The Committee
5.1 The Committee shall consist of not less than 5 nor more than 10 members elected from the membership of the Club. Members of the Committee must be aged 18 years or over.
5.2 The Committee may co-opt any person or persons with specific knowledge, skills or experience and for a suitable period of time PROVIDED THAT co-opted members account for no more than one third of the membership of the Committee.
Co-opted members do not have voting rights.
5.3 Should any member of the Committee fail to attend three consecutive meetings without good or sufficient reason they will be deemed to have resigned from the Committee.
6) Committee procedures
6.1 All matters arising at any meeting shall be decided by a simple majority vote. No member shall exercise more than one vote but in the case of an equality of votes, the Chairman shall have a second or casting vote.
6.2 The Committee shall meet not less than 5 times a year including the Annual Meeting.
6.3 A quorum shall be one third of the members including at least one officer or four members, whichever is the greater.
6.4 A special meeting of the Committee may be called at any time PROVIDED THAT at least 7 days notice shall have been given to members.
6.5 At the first meeting following the Annual Meeting the Committee shall elect from amongst their number a Chairman, Secretary and Treasurer and such other officers as may be deemed necessary.
6.6 The Committee may appoint such sub-committees as shall be deemed necessary and shall determine their duration, composition, powers and terms of reference. Any sub-committee so appointed must always report back to the full Committee as soon as possible.
6.7 The Committee and all sub-committees shall keep minutes of all and proceedings and shall ensure the safe-keeping of all the Club’s documents and records.
6.8 The Committee may make rules to govern its activities and proceedings and those of any sub-committees PROVIDED THAT such rules are not inconsistent with the provisions of this constitution.
7) Nominations to the Committee
7.1 Nominations for membership of the Committee must be in writing and in the hands of the Secretary at least 7 days before the Annual Meeting. Should nominations exceed vacancies, election will be by ballot of members.
8) Annual Meeting
8.1 The Annual Meeting of the Club shall be held in the month of January each year or at such other time (not being more than 15 months after the preceding Annual Meeting) as the Committee shall from time to time determine.
8.2 At the Annual Meeting the business shall include:
i) consideration of the annual accounts,
ii) consideration of a report on the Club’s activities during the preceding year,
iii) election of Committee members for the following year,
iv) discussion of any relevant matter(s) of which prior notice has been given,
8.3 The Secretary shall give at least 14 clear days notice in writing of the Annual Meeting to all members.
Such notice shall include details of the matters to be discussed.
8.4 A special meeting of the Club may be called at any time by the Committee or at least one third of the membership.
Should such a meeting be requested it must be held within 14 days of the request being made.
8.5 A quorum at an Annual Meeting shall be one third of the membership aged 18 years or over.
This number shall include at least one officer.

9) Finance
9.1 All funds raised from whatever source must only be used to further the objects of the Club.
9.2 A bank account shall be opened in the name of the Club and all monies raised must be paid into this account.
There shall be three signatories to the bank account and all cheques must be signed by not less than two of the three authorised signatories.
9.3 The Treasurer shall keep a record of all financial transactions and shall present regular reports to the Committee.
At the Annual Meeting the Treasurer shall present the annual accounts.
9.4 Once at least in every year the accounts shall be independently examined by a suitably qualified person as required by statute.
9.5 No member shall receive payment from the Club’s funds other than for reasonable, out-of-pocket expenses incurred whilst carrying out the business of the Club.
Appropriate vouchers and receipts must be produced for any such expenses claimed.
10) Amendments to the Constitution
10.1 This constitution may be amended at an Annual Meeting or a Special Meeting called for this specific purpose by a resolution passed by a two thirds majority of members present and voting. No resolution may be passed which would prevent the Club from pursuing strictly charitable purposes.
11) Dissolution
11.1 The Club may be dissolved at any time by a resolution passed by a two thirds majority of members present and voting at a special meeting called for the purpose.
11.2 In the event of dissolution the Committee shall be the body responsible for the orderly winding up of the Club’s affairs.
11.3 After the satisfaction of all debts and liabilities the Committee shall transfer any remaining funds and assets to such other Club or Clubs having objects similar to some or all of the objects of the Club.
The South Shields & District Sea Angling Club Rules
1) All competitions are open to all members.
2) Summer and Winter league competitions will be of 3 hours duration, with the exception of Sunday or Monthly competitions, which will be of 4 hours duration.
3) There will be a minimum of 3 away league competitions, with at least 1 to be fished on the west coast.
4) Only monthly, summer, and winter competitions results will be included in the annual aggregate weight for the overall club champion.
5) Competitions run from January 1st to December 31st.
6) Entrance fee for a competition will be not less than 10p.
7 Rules for Competition Angling;
a) The boundaries for club competitions extend and include the south bank of the river tyne, ( South Shields Pier, Roker Pier, Groyne-riverside park-mill dam- jarrow park-hebburn marina-felling, and up to the tyne bridge (where public access is available etc ) up to and including the yacht club at Sunderland harbour entrance ( Rat House Corner ) included. Excluding all pier foundations and any area which is closed to the general public.
b) One spare rod and reel and running line with swivel is allowed ( only one rod and reel may have end tackle attached ). Spare traces are allowed and not more than 2 hooks attached. Artificial lures are allowed with either 2 single hooks or 1 treble hook attached.
c) Size limits ( Northern Federation ) No fish measured from nose to tip of tail below the following sizes can be weighed in.

Coalfish 35 cms Sole 30cms
Dab 25cms Sole (Lemon) 30cms
Eel No Limit Turbot 40cms
Flounder 30cms Mackeral 30cms
Gurnard 25cms Whiting 30cms
Haddock 30cms Plaice 30cms
No other sea fish less than 30cms can be weighed in.
d) The following fish are not eligible to be weighed in; Blenny, Dragonet, Lumpsucker, Scad, Sea Scorpion, Ray,s Bream, Sand Eels (any species) and any migrating game fish (Salmon, Sea Trout, etc)
e) Members are not allowed to fish during the hour prior to the start of the competition, or after the official end of the competition.
f) No member will fish 5 yards either side of another member in position without that members permission.
g) All members competing in club competitions must inform a fellow member if not returning to the scales at the end of the competition.
h) Competitors may receive the help of any person to cast, gaff, or lift, but must hook and play their own fish to the waters edge.
i) During competitions, objections against any competitor must be lodged before the end of the weigh-in or prize giving with the competition secretary or stewards who will take any action necessary. The decision of the official is final.
j) Each competitors catch to be weighed must be handed to the appointed official free of hooks, tackle, sand, etc. (Tackle must not be made up or dismantled inside the club premises.)
k) In case of bad weather the Committee will make such arrangements as appear desirable.
l) If no fish are caught above the relevant limit the entrance fees will go towards the Fur & Feather fund.
m) Foul hooked fish cannot be weighed in.
8 The Management Committee shall not be held responsible for any damage, loss or injury incurred by any person in connection with any competition in conjunction with the South Shields & District Sea Angling Club.
9) Any member committing a breach of these rules will be disqualified from the competition.
10) All members who are returning to club premises to weigh in their catch after a competition, must be at club premises no later than 30 minutes after the competition has ended, or their catch is void.
IN THE INTEREST OF OUR SPORT, COMPETITORS AND MEMBERS ARE URGED TO REMOVE ALL BAIT, SHELLS, PAPER, LINE, HOOKS OR ANY OTHER RUBBISH BEFORE LEAVING THEIR FISHING STATION.
